Embassy and consular legalisation

Multi-step certification for countries outside the Hague Convention: ministry first, then the embassy or consulate.

Countries that are not party to the Hague Convention do not accept the apostille. For them, a Croatian document goes through full diplomatic legalisation: a chain of certifications in which each authority confirms the signature and seal of the previous one, ending with the diplomatic mission of the country where the document will be used.

How the procedure works

  1. Certification by the authority competent for the original signature (for example a court for registry office or notarial documents).
  2. Certification at the Croatian Ministry of Foreign and European Affairs.
  3. Super-legalisation at the embassy or consulate of the destination country, usually in Zagreb or, if it has no mission in Croatia, in a neighbouring country.
  4. Certified translation into the language of the destination country, before or after legalisation depending on the mission's requirements.

Every mission has its own rules, opening hours and fees. We check them in advance, prepare the documents and handle submission and collection, so you don't have to travel to Zagreb.

Legalising foreign documents for use in Croatia

If you are submitting a foreign document to a Croatian authority and the issuing country is not party to the Hague Convention, the document is usually legalised by the Croatian embassy or consulate in that country. We then have it translated into Croatian. This is common with documents for foreign workers.

Frequently asked questions

How do I know whether I need an apostille or legalisation?

It depends on the country where the document will be used. Tell us the country and the purpose, and we will check the current rules and suggest the shortest route.

Do I have to visit the embassy in person?

Usually not. We handle submission and collection, unless the mission specifically requires the applicant to appear in person.
